We are putting together out budget for next year and need to determine how many licenses of Intel® Parallel Studio XE 2017 Profession Edition for Windows* OS we need to support 4 users on a 3 computer network.
The installation guide makes it sound like we should be covered for $1699 on up to three machines. Is that correct? The FAQ makes it sounds like it is per user, not per host. Very confusing?!

How do I transfer licenses to/from another user?
Note: You can only transfer a serial number ownership to or from a different person with the same email domain.
Transferring a license to another person can be done for both named-user and floating licenses.
- Log in to the Intel® Registration Center. In the Serial Number view, click the serial number you want to transfer.
- On the Manage License page, under the Serial Number User Management section, click Transfer.
- Enter another email address within the same domain, and then click Transfer.
Transferring (pulling) a license from another person can be done only for named-user licenses.
- Log in to the Intel® Registration Center.
- On the right-hand side, under Intel Products, enter the serial number you want to pull, and then click Register. If the serial number belongs to the same domain as yours, the license will be transferred to you.
To transfer the license to a user from a different domain, you will need to contact Intel support. If you have an Intel Premier Support (IPS) account, you can submit a request against your product. If you don’t have IPS account, you can submit your request to Intel Software Development Products Download, Registration, and Licensing forum.

Licensing Information
Starting from the 2016 release, the named-user license provisions in the Intel® Software Development
Products EULA (available as EULA.rtf at <install_dir>\parallel_studio_xe_<version>.x.xxx\licensing)
changed to only allow the software to be installed on up to three systems, tracked by the system host ID. To install
the product on another system after you have reached this limit, you will need to release an old system
host ID from the registration system. As an additional consequence to this change as well as some changes to the license design, you will
